Oklahoma is currently a Shall Issue state but this will change on November 1, 2019 when a new Constitutional Carry law will come into effect. The state can be regarded as having a strong gun culture and this is reflected in the gun laws which are less restrictive than other states.

When Oklahoma becomes a Constitutional Carry state in November no permit or training will be required to carry a handgun if you meet all the requirements to possess a handgun. But until then you will still need to obtain a permit and attend a firearms training course. And dont forget that if you plan to take your handgun interstate you will still need a permit to do that even after November 1.

Permitless Carry States
If you are from a permitless carry state then to carry in Oklahoma you must be legally able to carry in your home state without a permit and have in your possession a state drivers license or ID card issued by your home state. If you are in the military then you will need to carry your military ID.

Pistol license Overview

The license to carry in Oklahoma is called a Self-Defense Act License (SDA License) and is issued on a "Shall Issue" basis meaning any person who meets the requirements can obtain one. Oklahoma will become a permitless carry state on November 1, 2019. Constitutionl carry was signed into law on February 27, 2019 by Governor Kevin Stitt. However, you will still need a SDA license to carry up until November 1, 2019 and also after that date if you intend to travel interstate with your handgun.

Non-Resident Licenses

Currently the only non-residents who can apply for an Oklahoma SDA License are those that are employed by the military and stationed in Oklahoma. This will all change on November 1, 2019 when the state becomes permitless carry, then any non-resident who is able to carry in their home state will be able to carry in Oklahoma.

Handgun Training

Firearms training for a SDA License consists of 6 hours in the classroom and 2 hours on the firing range. Once completed you will need to submit the original training certificate with your SDA License application. The training certificate will expire after a period of 3 years. After constitutional carry becomes law on November 1, 2019 there will be no requirement for training to carry a handgun. If you can show proof to an instructor that you are exempt then he will issue an exemption certificate. You will then need to supply the original certificate with your SDA License application.

The following persons can apply for an exemption from the full course or in some cases part of the course;
  • A firearms instructor registered with the Oklahoma State Bureau of Investigation for purposes of the Oklahoma Self‑Defense Act;
  • An active duty law enforcement officer of this state or any of its political subdivisions or of the federal government;
  • A retired law enforcement officer authorized by this state pursuant to Section 1289.8 of this title to carry a firearm;
  • A CLEET-certified armed security officer, armed guard, correctional officer, or any other person having a CLEET certification to carry a firearm in the course of their employment;
  • A person on active military duty, National Guard duty or regular military reserve duty who is a legal resident of this state and who is trained and qualified in the use of handguns;
  • A person honorably discharged from active military duty, National Guard duty or military reserves within twenty (20) years preceding the date of the application for a handgun license pursuant to the provisions of the Oklahoma Self‑Defense Act, who is a legal resident of this state, and who has been trained and qualified in the use of handguns;
  • A person retired as a peace officer in good standing from a law enforcement agency located in another state, who is a legal resident of this state, and who has received training equivalent to the training required for CLEET certification in this state; and
  • Any person who is otherwise deemed qualified for a training exemption by CLEET.

Requirements to qualify for a Oklahoma SDA license

  • Must be at least 21 years of age
  • A citizen of the United States
  • You are a resident of Oklahoma State
  • You must have a valid Oklahoma driver license or state photo identification card.
  • You have read and become knowledgeable of the Oklahoma Self Defense Act
  • You have completed an approved firearms training class or obtained an exemption
  • You must not have any convictions for the following offenses;
    • assault and battery, which caused serious physical injury to the victim, or any second or subsequent assault and battery conviction;
    • aggravated assault and battery;
    • stalking;
    • a violation relating to the Protection from Domestic Abuse Act, or any violation of a victim protection order of another state;
    • any conviction relating to illegal drug use or possession; or
    • an act of domestic abuse or domestic assault and battery.
  • Must not have two or more convictions for public intoxication in last 3 years.
  • Must not have 2 or more convictions for Driving Under the Influence and/or Intoxication in last 3 years.
  • You have no significant character defects evidenced by a misdemeanor criminal record indicating habitual criminal activity.
  • Federal Law - Prohibits the following persons

How to apply for a Oklahoma SDA license

Follow these steps to obtain a concealed carry permit
  1. Read the Oklahoma Self Defense Act.
  2. Complete the firearm's safety class or obtain an exemption.
  3. Download the application form or pickup at your local sheriffs office. Applications can also be made online.
  4. You will need the following documents;
  • Firearms training certificate
  • 2 color passport style photos
  • Completed application
  • Drivers license or state ID card
  • Take the application, photos, your drivers license or state ID card and training certificate to the Sheriffs office in the county you reside in.
  • The Sheriff will take your fingerprints.
  • You will be notified by mail if your application has been approved.

    How to renew your Oklahoma SDA license

    • Renewals can be made online, by mail or taken directly to the Oklahoma State Bureau of Investigation.
    • Renewals can be made within the period begining 90 days before the licenses expiry date.
    • Renewals for licences that expired less than 3 years ago are also accepted, however there is a late fee.
    • If a license has expired more than 3 years ago it cannot be renewed and a new application process must be started.
    • There is no requiredment fo a firearms training course to renew a SDA license.
    • If you mail in your renewal use the standard SDA Licence application form and include two passport photos and the required fee. The mailing address is below;

    The law states it is illegal to carry a loaded pistol, shotgun or rifle in any vehicle without a firearms license.
    However, any person who is not a felon can carry in a vehicle if the firearm is unloaded and in plain view. 21 O.S. 1289.7

    Open carry

    You can only open carry if you have a firearms license or you are from one of the following permitless states - AK, AZ, ID, KS, ME, MS, MO, NH, VT, WV & WY. The minimum age to open carry is 21 years.

    Oklahoma gun laws say you must immediately inform law enforcement you are carrying a weapon if stopped by them. You are also required to carry your SDA license at all times you are carrying a weapon.

    “No Weapons” signs are not mentioned in Oklahoma gun laws. There are no legal penalties for entering a private property or business that has posted these signs. They have no force of law unless they are posted in areas that are mentioned by the law as being off limits. GunsToCarry recommends that you do not enter a property displaying a “No Weapons" sign whether the law is for or against signage. If asked to leave a property and you refuse to do so then you are breaking the law and put yourself at risk of being charged.

    Under Oklahoma law if you are carrying a firearm then you cannot enter an establishment who's primary business is selling alcohol. This means that if you are in a restaurant that has a bar area you should not enter that area. Carrying a firearm in an area of a restuarant where food is being consumed and is the primary business is legal.

    The penalty for carrying a fiream into an establishment that sells alcohol as their primary business is a felony with up to 2 years in prison.

    Well, I’m bothered by all the double speak from the above article. Come Nov, 1 2019 Oklahoma is officially Constitutional Carry, but you still can’t carry a loaded chambered round in your weapon of your vehicle. My question am I reading that correctly ? I realize having the ability to carry concealed while out grocery shopping is better than being naked, but why restrict having a loaded handgun in a vehicle, I get it all I need to do is tell the bad guy with a gun “hold on carjacker while I insert this magazine and chamber a round”.     I currently have a permit to carry in California but will be jumping on the wagon train out of the state and coming to Oklahoma next month. I know I will have to apply for a permit in Oklahoma as I will be doing interstate travel, Is there an exemption to the firearms training and background checks since I have already done them in California or do I have to do them over again in Oklahoma?

    No you will have to go through all classes and training in oklahoma to get a permit but come nov 1st we will be a constitutional carry state

    I’m from WA state and have a CCP. However, I also have a permanent resident green card since 1989. I’m in the process of becoming a US citizen, hopefully before the 2020 elections. I maybe moving to OK state to get far, far away from the communist ways in WA. At the moment, my WA CCP is honored in OK state. If I move to Oklahoma, would I have the same rights to a CCP as I have now in the state of WA?

    As long as you can pass an OSBI background check. As of November 1, 2019 Oklahoma will become a constitutional carry state which means no permit of any kind will be required as long as the firearm meets state and federal regulations . Tax stamps are required here.

    Actually according to Oklahoma gun laws you can live with a person with an MMC but you yourself would be in violation & required by law to surrender your SDA license to the OSBI once you yourself is awarded an MMC.

    There is an error above. OSBI processes and issues the licenses. Initial submission is taken to local sheriff and you are then fingerprinted, but it goes on to OSBI.

    Can you clarify the laws for concealed or open carry for military members? I do not see anything in here about that and I have found conflicting information. Some say I’m free to conceal carry with just my military ID. Others say I need to have an Oklahoma driver’s license as well?

    Still need a license as of now. Had a Army guy in the SDA class I took and brought up, going through the military there was a lot of paper work involved in the process. And much less hassle just to take the class

    The rule is 51% —if a restaurant’s/business revenue is 51% or more then you cannot carry, if less, then you can. However, there are prohibitions about being intoxicated as well.

    Yes it is. However, I always recommend checking with the Law Enforcement Agency responsible for CCW in the state you’re traveling to. Here in Oklahoma, that’s the OSBI:

    My wife did her CHL training in texas but we’re residents of oklahoma. Can she get her oklahoma CHL issued with her texas training certification?

    TX and OK have reciprocity so she can use hers there but she can’t get her CHL there unless she takes the class over. This was based on early 2018 laws.
